LULUCF activity data at detailed Level 3 of the LULUCF nomenclature are generated with a backward extension to 1983 using an Artificial Intelligence (AI) deep learning approach. Specifically, a Convolutional Neural Network (CNN) based on a U-Net architecture is applied, complemented by rule-based post-processing. The methodology integrates harmonized Sentinel-2 and Landsat time series, Copernicus Land Monitoring Service (CLMS) products, and national geospatial datasets. For the 2015–2023 period, the approach achieves an overall accuracy of 97%.

Earth Observation expertise is contributed by Leto Space, Sistema, Floodlight, and World Data Lab, bringing advanced data capabilities and innovation into the project.

The initiative is supported by key stakeholders, including the Federal Ministry for Innovation, Mobility and Infrastructure, the Federal Ministry of Agriculture and Forestry, the Austrian Research Promotion Agency (FFG), and the Environment Agency Austria, ensuring strong policy relevance and national alignment.

The development and application of the project outputs are guided by pioneer cities, acting as key users and providing practical feedback to ensure relevance and usability.

Political context

EU flags waving in front of the European Commission building in Brussels, Belgium.

The EU LULUCF regulation mandates:

Use of Earth Observation (EO) data & Copernicus

Compliance with IPCC tier 3 approach & wall-to-wall methodologies

Overarching aim: Transparent, Accurate, Consistent, Complete and Comparable Monitoring Reporting and Verification (MRV) across Europe
