At the end of June, the ClimateLENS – KlimaBLICK consortium held its fourth Technical Meeting, focusing on the ICT systems that will form the digital backbone of the project’s Earth Observation (EO)-based greenhouse gas monitoring prototypes.

Bringing together EO and ICT experts, the meeting addressed the integration of satellite observations, in-situ measurements, and ancillary datasets with a secure, scalable backend architecture to support efficient data management and processing.

The consortium also discussed the first concepts for user dashboards, designed to provide pioneer cities with intuitive access to LULUCF evolution, greenhouse gas information, and climate protection indicators. Planned integration into the Green Transition Information Factory (GTIF) will further strengthen visualization and decision support.

Throughout the meeting, partners ensured that technical developments remain closely aligned with the needs of the ClimateLENS – KlimaBLICK pioneer cities. With the ICT architecture and key data interfaces now defined, the project has established a strong foundation for the next phase of prototype development.

The ClimateLENS consortium convened for Technical Meetings 2 & 3 together with the extended project team, Advisory Board members and key stakeholders to further advance the prototype system concept design. Building on the project’s objective to develop an Earth Observation (EO)-integrated Monitoring, Reporting and Verification (MRV) system for greenhouse gas (GHG) emissions and removals and climate protection indicators, the meetings focused on refining the methodological blueprint across work packages and detailed tasks.

Technical Meeting 2 addressed the development of GHG emissions reporting across scales, from national to NUTS-2 and LAU-2 levels, with a particular focus on LULUCF and atmospheric modelling approaches. Technical Meeting 3 concentrated on advancing GHG monitoring and the development of climate protection indicators, with dedicated applications for urban environments.

Following the presentation and discussion of both prototype components, Advisory Board Meeting 1 provided a platform to gather expert recommendations on the overall system concept design. Contributions from representatives at city, regional, and national levels will support the further development of a scalable and interoperable system, strengthening European connectivity and ensuring alignment with future operational needs.

These meetings represent a key milestone in the iterative co-design process of ClimateLENS, reinforcing its stakeholder-driven approach and supporting the transition towards an operational EO-based climate monitoring system.

Final city requirement workshop in Vienna 5-6 March 2026

ClimateLENS – KlimaBLICK, a co-funded research project under the FFG Austrian Space Application Program (ASAP25), held a user requirements workshop with Austrian climate-neutral cities (Pioneerstädte) on March 5–6, 2026, at the Vienna Urban Innovation Lab (K0+5). The goal was to define requirements for using Earth Observation (EO) data for greenhouse gas (GHG) monitoring, reporting and verification (MRV), and climate protection indicators.

Participating Cities

Representatives from ten Austrian cities joined the workshop: Vienna, Innsbruck, Linz, St. Pölten, Tulln, Steyr, Leonding, Dornbirn, Gleisdorf, and Stadtwerke Amstetten.

Workshop Focus Areas

  • GHG Indicators: time series and trend analysis, sectoral breakdown (GPC 1.1), emission hotspot detection, and LULUCF carbon accounting.

  • Climate Protection Indicators: land surface temperature, urban heat islands, green urban infrastructure, and soil sealing to monitor urban sprawl.

  • Transition Path Scenarios: comparing business-as-usual emission trends with national climate targets (NDCs) under SECAPs of the Covenant of Mayors.

The workshop emphasized data transparency, validation, uncertainty visualization, and dashboard functionalities to support municipal decision-making.

City Kick-Off in Innsbruck (01.12.2025)

How are cities supposed to achieve climate targets if key data is missing — or can only be collected manually with great effort?

With our BMIMI & FFG flagship project ClimateLENS | KlimaBLICK, we are tackling exactly this challenge:
A satellite-based monitoring system that, for the first time, integrates and makes available greenhouse gas emissions, their sources, and key climate protection indicators.

Many cities have been working for years on GHG inventories and climate strategies with great commitment — but data gaps, fragmentation, and high effort are slowing progress.

ClimateLENS | KlimaBLICK is researching and developing, for the first time, an independent, harmonized, and scalable foundation for data-driven climate policy. Together with Austrian climate pioneer cities, we are developing a prototype that will enable cities in the future to:

▶️ Measure GHG emissions via satellite and attribute them to sources
▶️ Validate bottom-up inventories using top-down measurements
▶️ Reduce the manual effort required for GHG accounting
▶️ Analyze selected climate protection indicators (e.g. surface temperature trends, share of sealed surfaces, share of green and blue infrastructure)
▶️ Develop urban transition pathways and future scenarios based on data

The kick-off on December 1st showed: cities don’t want to wait for change to happen — they want to actively shape it. And that is exactly how we are developing this system: collaboratively, transparently, and impact-oriented.

Project Kick-Off Meeting in Vienna (22.10.2025)

The Austrian Space Application Program (ASAP25) flagship initiative ClimateLENS – Prototyping a GHG emission and climate protection EO-indicator Monitoring Reporting and Verification (MRV) system in Austria.

Co-funded by the Austrian Research Promotion Agency (Österreichische Forschungsförderungsgesellschaft – FFG) was successfully kicked off on 22nd of October 2025 sponsored by the Austrian Federal Ministry for Innovation, Mobility, and Infrastructure (Bundesministerium für Innovation, Mobilität und Infrastruktur – BMIMI) at the Urban Vienna Innovation Laboratory, with a total of thirty two onsite/online participants including the seven Consortium partners: private Earth Observation (EO) companies GeoVille (lead), LETO SPACE, SISTEMA, FloodLight, Word Data Lab, scientific partners GeoSphere and University of Vienna, representatives of FFG, BMIMI, The Environment Agency Austria (Umwelbundesamt – UBA) LULUCF and remote sensing teams, advisory board members from the Province of Upper Austria (Amt der Oö. Landesregierung – Abteilung Umweltschutz), EUMETSAT, CAMS-ECMWF and ESA-DG CLIMA fostering European connectivity and scalability.

Building on the achievements of the former precursor research ASAP18 GHG-KIT project (Link) , the scope of ClimateLENS starting October 2025 until March 2028 (30-month duration) is to prototype an EO-integrated GHG emission and climate Monitoring Reporting and Verification (MRV) Information Communication and Technology (ICT) system, with two main components.
